Incoming raw-material CoAs get filed the moment they arrive and rarely get checked again — so an out-of-spec result, an expired supplier qualification, or a lapsed certificate only surfaces after a batch has already gone into production. Nothing owns that check as a discrete step before release.

Does this replace our incoming QC testing?
No — it doesn't run lab tests. It tracks the paperwork and qualification status around a result you already have, so a batch can't move forward on an expired certificate or an unqualified supplier without someone seeing that first.
